Functions of Upazila Parishad

According to the 2nd schedule of Upazila Parishad Act-1996, the functions of Upazila Parishad are as follows:

  • To make five-year and various term development plans.
  • To implement the programs of various government departments handed over to the council and to supervise and coordinate the activities of those departments.
  • Construction, repair and maintenance of inter-union connecting roads.
  • Upazila Parishad adopts and implements small scale irrigation projects as per government guidelines to ensure optimal use of surface water resources.
  • Ensuring public health, nutrition and family planning services.
  • Improving sanitation and drainage system and taking measures for supply of potable drinking water.
  • Provide motivation and support for the expansion of education at the upazila level.
  • Supervise the activities of the concerned institutions and assist them in improving the quality of secondary education and madrasa education activities.
  •  To provide assistance and co-ordinate the work of co-operative societies and non-governmental voluntary organizations.
  • Undertake and implement activities for the development of women, children, social welfare and forest resources.
  • Adoption and implementation of activities for the development of agriculture, livestock, fisheries and forest resources.
  • Discuss the activities of the police department including the improvement of law and order situation in the upazila and send regular reports to the higher authorities.
  • To take self-employment and alleviate poverty, to provide necessary assistance to the government in taking and implementing programs on its own initiative and in implementing government programs in this regard.
  • Coordinating and inspecting the development activities of the Union Parishad and providing necessary assistance.
  • Taking other preventive measures including creation of public opinion against crimes like violence against women and children.
  • Taking other preventive measures including creation of public opinion against the occurrence of crimes like terrorism, theft, robbery, smuggling, drug use etc.
  • Undertake other activities including social forestry for the purpose of environmental protection and development.
  • All matters relating to Upazila Parishad funds.
  • Concerning the provision of power to spend out of council funds.
  • Proposal to impose taxes, rates, tolls and fees.
  • Audit of expenditure of Upazila Parishad.
  • Processing of various agreements for implementation of work by the council.
  • Formation of various committees and sub-committees.
  • Review of relief and rehabilitation work in the upazila.
  • Other functions assigned by the Government from time to time
